• Strategic Environmental Assessment (SEA)

Strategic Environmental Assessment (SEA) is a process designed to evaluate the environmental impacts of policies, plans, and programs to ensure sustainability is integrated into decision-making. In accordance with Law No. 91/2013, “On Strategic Environmental Assessment,” as amended, the SEA process applies to the preparation of plans and programs in sectors such as agriculture, forestry, fisheries, energy, industry, mining, transport, waste management, water management, telecommunications, tourism, and national and local urban and rural territorial planning. This includes aspects like landscape protection and land use. These plans and programs establish the framework for future projects requiring an Environmental Impact Assessment (EIA).

• Environmental Impact Assessment (EIA)

The Environmental Impact Assessment (EIA) is a systematic process designed to evaluate the environmental, social, and economic impacts of proposed public or private projects or activities before their implementation. Its purpose is to ensure that potential adverse effects are identified, mitigated, and incorporated into the decision-making process. In compliance with Law no. 10440/2011, “On Environmental Impact Assessment,” ESDO Ltd has prepared EIA reports and completed the necessary applications via the e-Albania portal for various activities, including photovoltaic plants, hydropower plants, pre-construction sites, the food industry, and waste management.

 
 

• Environmental Permits Procedures (IPPC)

In accordance with the requirements of Law no. 10448/2011, “On Environmental Permits,” as amended, ESDO Ltd has submitted multiple applications for environmental permits, adhering to the principles of Integrated Pollution Prevention and Control (Industrial Emissions Directive). Each environmental permit application provides comprehensive details about the industrial activity, including its environmental discharges, identification of pollution sources, waste management practices, mitigation and reduction measures, and other relevant information concerning the installation during its operational phase.

• Self-monitoring reports

Self-monitoring reports serve as critical tools for tracking and assessing the environmental impacts associated with the operations of industrial installations under an Environmental Permit of type A or B (IPPC permit). These reports ensure compliance with environmental standards by monitoring a wide range of factors, including air emissions, water quality, noise pollution, waste management practices, and the sustainable use of natural resources. The data for these reports is derived from laboratory analyses conducted exclusively in accredited laboratories, guaranteeing precision and adherence to regulatory requirements.

• License III.2.B

This type of license is a critical requirement for companies involved in the waste management sector, specifically those handling the collection, transportation, and management of hazardous and non-hazardous waste. The license ensures that these companies comply with national regulations designed to safeguard public health and the environment. It covers a range of activities, including the proper segregation of waste, safe transportation methods and adherence to storage protocols.

• Authorization and Waste Export and Transit Permit

ESDO ltd has completed applications of non-hazardous waste export authorizations, including the transit steps that are involved in the process.

 

• Public Consultation

 
Public consultation is a critical and mandatory step for activities and initiatives under the following categories:
  • Annex I of Law No. 10 440, dated 7.7.2011, “On Environmental Impact Assessment,” as amended: Projects subject to the profound Environmental Impact Assessment (EIA) procedure, ensuring potential environmental impacts are thoroughly evaluated and addressed.
  • Annex I of Law No. 10448/2011, “On Environmental Permits,” as amended: Environmental permits of Types A and B, determined by the production capacity thresholds of the activity in question.
  • Law No. 91/2013, “On Strategic Environmental Assessment,” as amended: Plans and programs in sectors such as agriculture, energy, transport, waste management, water management, telecommunications, tourism, and urban and rural planning, including those related to landscape protection and land use.
  • This procedure ensures transparency, public participation, and compliance with regulatory requirements. It allows stakeholders to provide input on projects, plans, and programs, ensuring that environmental, social, and economic considerations are fully integrated into the decision-making process, thereby promoting sustainable development and responsible project implementation.

• Environmental Studies

ESDO Ltd offers comprehensive environmental studies tailored to the specific needs of each project. Depending on the project's type and scope, these studies are prepared in alignment with national, European, and international standards to ensure compliance and promote sustainability. Examples of reports and plans provided include:
Rehabilitation Report of the Study Area: Focuses on restoring the physical, chemical, and biological conditions of degraded environments, ensuring the site returns to a sustainable state.
Biodiversity Restoration Report: Identifies and implements strategies to recover and enhance biodiversity in affected areas, safeguarding ecosystems and species.
Environmental Risk Management Report/Plan: Analyzes potential environmental risks and outlines mitigation measures to minimize impacts and ensure the safety of surrounding ecosystems and communities.
Preparation of other Environmental Assessment reports , including those required for applications to AIDA for strategic investments, MIE for renewable energy projects, and similar procedures.

 

• Environmental Management Plan (EMP):

Provides a framework for managing environmental impacts during the lifecycle of the project, from construction to decommissioning. Environmental, Social, Health, and Safety Plan (ESHS): Integrates environmental, social, health, and safety considerations to ensure sustainable and responsible project implementation. Landscape Management Plan: Develops strategies to conserve and enhance landscape features, balancing ecological, cultural, and aesthetic values. These reports are meticulously prepared to address specific project requirements, ensuring that environmental protection and sustainability are prioritized throughout the project’s lifecycle.
